So, the maintenance people and building manager finally showed up and figured out what the problem was. My upstairs neighbor was running water in his sink, got a phone call, left his place and forgot about the running water. Jackass.

call your local housing authority... there's gotta be a city agency that will come out, inspect, and fine them. it's obviously a housing code violation. just to fuck em a little more, you know?
Thanks for the advice, my dear lawyer friend. Turns out that it wasn't management's, well, poor management this time. It was an idiot neighbor. Besides, I'm not trying to fuck anybody, I just want to make sure that I am treated fairly and will do whatever it takes to see to it that I am. It's apparent that I have to fight for what is right.
